For South African employers, contractors, workshops, factories, warehouses and other workplaces, a well-designed PPE issue register can provide a clear trail showing which personal protective equipment was issued to which employee and when.


It should remain exactly that: a PPE issue record.


It should not be confused with a risk assessment, PPE matrix, training record, equipment inspection register or proof that every PPE obligation has been satisfied.

What Is a PPE Issue Register?


A PPE issue register is an employee equipment-issue record.


Its primary purpose is to create traceability between:


employee → PPE item → issue date → acknowledgement → replacement history


For example, rather than relying on somebody remembering that an employee received safety footwear last year, management can retrieve the record.


A PPE issue register may cover items such as:

Trying to turn them into one huge form normally makes the record harder to maintain.


Is a PPE Issue Register Legally Required in South Africa?


This question needs precise wording.


The OHS Act and General Safety Regulations contain duties dealing with workplace risk and personal protective equipment. Section 8 of the OHS Act requires employers, as far as reasonably practicable, to maintain a safe workplace, identify hazards and take steps to eliminate or mitigate those hazards before relying on PPE. Regulation 2 of the General Safety Regulations deals specifically with personal safety equipment and facilities. This is deliberately simple.


The register should capture useful evidence, not force supervisors to complete unnecessary fields that nobody will use.


What Information Should a PPE Issue Register Contain?


Employee name


The record must be traceable to the employee who received the PPE.


Employee number


Useful where several employees have similar names or the company has a larger workforce.


Department or work area


This allows PPE issue patterns to be reviewed by department, workshop, site or operational area.

A useful register should distinguish between the two.


Initial issue


The first recorded issue of an item to the employee.


Replacement issue


Equipment issued after an earlier item is:


damaged, worn, contaminated, lost, unsuitable, no longer serviceable or otherwise replaced.


Recording the reason can help identify patterns.


For example, if one department is replacing the same PPE far more frequently than another, management has something worth investigating.


The answer may be perfectly legitimate.


It may also expose:


poor storage, unsuitable equipment, abnormal wear, inadequate controls or misuse.


The register provides the signal.


It does not determine the cause.


Should Every PPE Item Have an Expiry Date in the Register?


No universal expiry period should be invented for every item.


Different PPE has different considerations.


The appropriate service life can depend on the type of equipment, condition, damage, contamination, manufacturer information, inspection findings, use and specific applicable requirements.

Does Signing a PPE Issue Register Prove the Employee Was Trained?


No.


This is one of the most important controls to build into the document.


A signature can support evidence that the employee received the item.


It should not automatically be interpreted as proof that:


  • the hazard was properly assessed;

  • the correct PPE was selected;

  • the PPE fitted correctly;

  • the employee understood its limitations;

  • appropriate instruction was provided;

  • the employee demonstrated competence where competence is relevant;

  • the PPE remained serviceable; or

  • the employer complied with every other applicable safety duty.
